How can you tell the official size of a breast/implant?

To put it simply… “A surgeon has an implant before them, how do they know what its size name is?”
Both of these answers so far answer my question, but now a new question has arisen from these answers.
They know how much cc’s of saline it will take to reach a certain size, but how do they know exactly what a size is named exactly?
Say someone starts with a 34AA, and they want an augmentation to a 34C. Do they know the actual measured difference between the two? If so, how do they know?
